Breaking: 20% Nationality Quota Rule is now on HOLD


Breaking News: The controversial 20% diversity quota policy in the UAE has now been put on hold.

Earlier this week we have shared a story of a 20% diversity quota that would soon be implemented across UAE firms that were in the mainland region. But the mandate has now been put on hold since yesterday. Visas are being processed easily, as confirmed by visa processing agencies and some typing centers.

Big news from MOHRE, companies now have to follow a 20% quota when it comes to hiring different nationalities. Yes its true, The UAE has implemented a new policy to achieve more diversity in the workforce.

 

What is 20% Quota System?

The 20% quota rule also known as nationality quota is all about diversity in company staff. Earlier companies were allowed to hire employees from specific country but now they must hire the first 20% staff from different nationalities.  

 

“Please note that establishments must diversify nationalities when hiring, ensuring that the first 20% of available quotas in the establishments are allocated to different nationalities, says MOHRE”.

 

For Example: Indian companies (owned by Indian National) were happy to hire only Indian nationals because of language and cultural benefits, now they must hire Pakistanis, Filipinos, Arabs and Africans.

 

Impact on Indian, Pakistanis and Filipinos:

According to global media insight population statistics for 2024, the total population of United Arab Emirates is 10.24 Million approximately (10,322,593 and counting...). In which Indian, Pakistanis, Bangladeshi and Filipinos are the first, second, third and fourth highest population ranges in the UAE.

2.     PAKISTAN (1.71 Million)

3.     BANGLADESH (0.76 Million)

4.     PHILIPPINES (0.71 Million)

Indians, Pakistanis, Bangladesh and Filipino job seekers might get affected by the UAE’s Nationality quota rules as they contribute to a large share of the UAE workforce.

Tip: For time being, above 4 nationalities need to be extra careful when switching jobs as they first need to check and confirm with the new company if they have fulfilled the 20% quota for your nationality or no?

If the answer is yes, the company will not be able to apply a visa for you, and if the answer is no, the company will be able to apply a visa.

For Example: If you are an Indian or Filipino national, you have resigned from your previous company and found a new job, in your new company if the employer has already hired a staff from same country, you might not be able to get a visa.


One/Four Rule for employees:

Below is the reply of an email from official source (MOHRE) regarding the hiring of employees from same country. As per email, the companies must diversify their nationalities when hiring by working with the rule (one-four), so companies must hire one person from different nationalities, and the mohre system will allow them to hire 4 of any nationality from the demographic diversity.

How MOHRE detect the Nationality?

When company HR or visa processing person starts the contract and visa typing on mohre website, they first provide basic info of the employee including nationality. Once they chose the nationality from the drop down menu, they system will automatically show the error with a popup notice “Please achieve demographic diversity while employees hiring”.

 

Who are excluded from Nationality quota Policy?

1.     Free zone employees

2.     Domestic workers

3.     Newly registered companies (exact time frame for new companies is still unclear)

 

Mohre official statement is as follows:

“Please note that establishments must diversify nationalities when hiring, ensuring that the first 20% of available quotas in the establishments are allocated to different nationalities”.

“It is important to note that this procedure is linked to the demographic diversity of the establishments and is not associated with a specific nationality”.

“Moreover, customers must follow the message in the system and try another nationality in case this message appears, and there is no need to register a technical support request for such cases”.
